Legal opinions can certainly be summarized in simpler terms. That can be done accurately, as is the case with professional journalists or inaccurately, as is frequently the case with online comments like yours or junk news and conspiracy sites. Superficial reading, shallow understanding, and faulty reasoning lead to false and misleading comments like the ones that you made.

The law says indefinitely confined does not include being afraid of Covid.
The law does not say that nor did the Wisconsin Supreme Court in its opinion or conclusions. The Court said that such an application cannot be based
solely upon the existence of the current pandemic or on stay at home orders as they may affect
the population as a whole. It may, however, be based on how Covid affects
their personal circumstances as they differ from the general population.
The Covid pandemic can clearly be included as a
factor in choosing to apply for an indefinitely confined absentee ballot when considered with the voter's age or medical condition; as
their personal combination of circumstances differ relative to the population as a whole. The determination rests
solely with the individual voter based on their
current personal circumstances.
Understanding that requires a more conscientious effort and careful reading of the language used by the Court than you appear to be willing and/or able to engage in, as evidenced by your faulty assertions. Although it doesn't fit well within your suspicions of "illegal votes" and "fraud", it is not surprising that during the Covid pandemic there was a substantial increase of voters, who due to their age or current medical conditions—such as compromised immune systems or chronic conditions—determined themselves to be indefinitely confined and chose to apply for that type of ballot to which they are legally entitled.
