Unemployment is decreasing in lockdown lite states like TX (from 13.5% to 6.9%) and FL (13.8% to 6.5%) at a reasonable rate. It is remaining pretty high in lockdown heavy states like CA (16.4% to 9.3%) and NY (16% to 9.6%), and decreasing more slowly. Although it is true the pandemic is effecting the economy, the lockdowns are holding the economy in certain states back as well. I would classify this as "misleading."
