Are we stuck waiting for the vaccines?

Ultimately, I think so.  Whatever Biden does or does not do, mandates or doesn't mandate, people aren't going to comply (voluntarily or otherwise) because a significant amount of people are too selfish, stupid (and I'm not singling out conservatives - plenty of young people and liberal government officials have a "do as I say, not as I do" mentality or just don't care), or actually unable to comply because they have to put food on the table to contain it at this point.  Those of us that can protect ourselves should, those that can't for income or other reasons should take necessary precautions if possible, and some small minority of Joes will just do what they want because they think they're being conscientious objectors or some other stupid nonsense.

Whatever the reason, I doubt Biden can fix it now.

Sure Trump should be discussing those things with Biden.  But that doesn't answer the question. How we're going to get out of the twin issues of the disease and a failing economy.  What is Biden going to do that's different than what Trump did?  What are the governors of the states going to do that is different?  The bouncing back and forth between closing and opening their states' economies doesn't seem to help anything.  Rates of illness are going up at the same time that more and more people are losing their jobs and businesses. The horns of a dilemma.  Are we stuck waiting for the vaccines?

Telling the truth would be a good start, communicating clearly what the situation is, what are the consequences of various courses of action, not being concerned only with TV ratings. It's not at all true that locking down doesn't help - the graph for e.g. New York show this pretty clearly IMO.  But until there's a vaccine, we won't be out of the woods, even though we are getting much better every day at treating the disease.

Since you ask questions that require factual answers... No, not Trump, he hasn't been to a Covid-19 task force meeting in months. He hasn't a clue about this issue (don't forget, he advised people take drugs proven not to work and recommended injecting bleach). Nothing Trump could discuss with the Biden team would amount to anything but kooky non scientific ideas. Utter waste of time (like often answering your questions, but there are others here who can pay attention).

But that doesn't answer the question.
The dumb question(s) or the factual answers that are ignored?

Already answered and as expected, you ignored.

What is Biden going to do that's different than what Trump did?

A lot, starting with listening to actual experts instead of telling everyone lies like "I know more about (fill in the blank) than (fill in the blank of actual experts). Like some here, Trump doesn't know what he doesn't know. Often wrong, never in doubt. So familiar....
What Biden culd do, and I expect and hope he does, is provide leadership to ALL Americans, not just those who voted for him.
Quote
What are the governors of the states going to do that is different?

They could. As Biden said, but you've never heard/paid attention to, back on November 7th:
“I will work to be a president who seeks not to divide but unify. I won’t see red states and blue states, I will always see the United States.”
“On Monday, I will name a group of leading scientists and experts as Transition Advisors to help take the Biden-Harris COVID plan and convert it into an action blueprint that starts on January 20th, 2021.That plan will be built on a bedrock of science. It will be constructed out of compassion, empathy, and concern,”

Trump did none of the above. And that's why, the US leads in Covid-19 dead on this planet.

Sure Trump should be discussing those things with Biden.  But...

Bit. But. But.

Let's just skip over and ignore the fact that Trump has been MIA on COVID since the end of April, and is now denying he lost the election, is litigating whether voters used the right kind of pen in casting their ballots, is intentionally stonewalling the transition, is deliberately making it as hard as possible for Biden to hit the ground running with COVID and everything else; let's just ignore all that and focus on what Biden may or may not do a couple of months from now after another 50,000-100,000 Americans have died.

Let's not even consider what Trump could be doing in the next 60 days while he is still president, because, after all, Trump needs the next 60 days to whine, and cry, and pout, and rant, and rave, and lash out, and wet his pants. That's what's important - Trump's self esteem. Where have we seen this thought process before? It's Obama's fault. It's Hillary's fault. It's the Democrat's fault. It is the media's fault. It's the governor's fault. It is everybody else's fault. And now it's going to be Biden's fault.

It just really makes you want to throw up.

Is that a question, because if it is, the answer no, I believe what Biden says is going to be what he does, unlike President Bone Spur.
Here IS a question, one you can't seem to answer on a web site dedicated to photography. No matter how often it's asked when you pop up here: Boy oh boy, are you going show us a picture you snapped up, or not?

Sure Trump should be discussing those things with Biden.

You finally answered the original question. So you think that stalling the transfer is a bad move. That didn't hurt, did it?

As for all your other questions about what Biden will do or not do, the voters have given him the mandate to forge ahead. You can decide how well he did after it's over, the same way you did with Trump.

No, its the PEOPLES fault. No President, or State is going to change the actions of many of the people without resorting to calling it criminal, and thats comical given that many States are releaasing real criminals.

Possibility indeed. Of course you can't give the guy a chance. You as usual have to assume, speculate then pontificate, about a guy who's yet to take office or heat from sensors you've never seen. All without the ability or possibility (?) to make images.

I don't think it matters one way or the other.  Fauci and the CDC and all the other government officials are in place doing their jobs.  They will continue after the new president takes over.  Do we shut down the USAF during the transition?  The EPA? The FDA?  Someone here said in their country the transfer takes place in about one week after the election.  What is Trump going to tell Biden?  His golf score?  :)

The president leaves and the new one takes over.  Everything else is status quo until the new president makes replacements.  This is just about politics.  Who are you guys going to blame after Trump is gone?

Yes, it's the people ultimately that decide what to do...but leadership from the top in guiding these people to do the RIGHT things goes a long way at having people accept these temporary measures. Can you say that the leadership from the top guided the people...or mislead the people?

Exactly. As another expert, like Trump, who knows so much about epidemiology, a degree in what sir?
Quote
Fauci and the CDC and all the other government officials are in place doing their jobs.
The job they cannot do is communicate. With those that will be their co-workers in 60 odd days when Trump goes packing.
I understand the concept of communication, co-workers, solving problems, may be new to you.
This has nothing to do with shutdowns expect those that are taking place by Trump, to shutdown communication between experts trying to save lives.

The senate along with the house can only agree to provide money.  McConnell said he agreed to $500 billion, which is no small sum.  But Pelosi wants to go big at, what, $4 trillion?  I think handouts are not the right approach.  It just gets spent but nothing is produced.  If we're going to give that kind of money for the unemployed, set up programs where people can work for the money.  As far as Covid, it's the governors who are making the rules.

Sure Trump should be discussing those things with Biden.

Then why is he refusing to allow parts of his administration to prepare for transition by doing so?
