A lot of people here have a high school civics textbook view of how the country works. The federal government really doesn't have much in the way of limits except in very narrow areas, despite what some people would like to think. Why? Because it collects so much in taxes, and distributes that money to the states through the political machine. All those conservative Republican states who pride themselves on holding down taxes are at the same time collecting tens of billions of dollars from the federal government every year -- more than $700 billion annually -- and would fall on their asses if they didn't get it. That's called a lever. Start talking about how this or that state might not have met all the requirements for highway funding (and what state really could, given the complexity of the requirements?) and the governor will get the hint. So, in my opinion, if Trump was a little smarter, he *could* probably order the states to open up when he wanted them to, and actually get it done. Unfortunately for him, this is the kind of work done by the bureaucrats in the Deep State, and he wouldn't know how to ask them to do this, because he's a fuckin' moron, and he's already alienated most of them.
So, I think the governors are going to go their own way, and suggest that Trump not let the door hit him the ass on thee way out.
