Biden hasn't taken office as President yet, so no decision has been made. He'll listen to a variety of opinions, not just one, and decide what course he wants to take after hearing from all of the relevant parties. Don't get too discouraged just yet Joe.
What was stated on the Fox page, not here of course is this:
“We could pay for a package right now to cover all of the wages, lost wages, for individual workers,” he told the outlet, noting low interest rates. He added that federal borrowing could bail out small- and medium-sized companies, cities, states and county governments.We can spend billions on aircraft carriers and nukes, but paying to shut down to protect people from infecting others, then pay people to do so is unimaginable even if it saved tens of thousands of lives. It's about priorities. How awful they suggest, to quarantine when absolutely necessary, and proven to have worked in other countries, pay to do so, save lives, keep hospitals from over crowding etc.
And some want to use more stupid arguments that a lock down is worse than the disease (and cost more). They might think a bit differently if their parents or children died from Covid-19. You can't put a cost on that (but they will of course try).
