Quite intriguing. I know we probably shouldn't ask, but this is one where I feel the need for a clue as to what it is, or how it was done, if you care to shed light on the mystery.
Here is the original image, I believe it is a tinsel ornament that the kids hung in the park along with all kinds of other things. I deleted the image that actually looks like tinsel because I did not like it, and it is not what I was after. This is what I have left - the one I liked. I really wanted a blur because the tinsel was moving. But without a tripod I could not hold it steady enough. So I moved the camera!
I mirrored the image and pano-stitched it. Then mirrored, flipped, and pano-stitched it again. Then I tried the polar coordinate, distortion filter on it. I didn't like it, so I tried selecting two colors and that worked for me. I noticed the futuristic digital like face and cropped it to emphasize the eyes and face. I don't use PS or Lightroom, so no history. Just experimentation until I see something I like.
