Permitting in Los Angeles can be an art in it's ownself. Santa Monica, Los Angeles, Culver City, Beverly Hills all have different requirements, regulations, insurance bonds, etc. etc.
If the spot was In Santa Monica, then permission is required by the merchants association, the city and maybe the county, maybe even the Pier itself. Each area is different.
LA's though to learn and I've cut about 30 billion permits there and can tell you that rarely do they happen without some difficulty.
It's ironic because the only thing LA makes is little pictures so you would think it would be easy, but it's not, it's the world's hardest to manuver and I could write a book on the location adventures in LA but nobody would believe me.
Still, there is not a place on the planet that offers more diverse locations, better weather and a decent talent base for still or moving images.
You are wrong about the paranoia because it's not about fear, it's about money and everybody wants money. I've had a 220lb woman stand in front of my lens (on a legal permitted location) and scream obcenities until we wrote her a check.
You are right that California is another country. It is and is many ways quite proud of it.
