Who is monologueing? The couple at the table both seem absorbed in their food, and the passerby doesn't look very vocal.

You're right.
I had to enlarge the image quite a bit before I could see that her mouth was open.
You may understand that once you reach my old age of 82. Oh, wait! I understand you are way beyond me (but with better eyesight.)
