Who is monologueing? The couple at the table both seem absorbed in their food, and the passerby doesn't look very vocal.

Notice that her mouth is open, Eric. That's not because she's eating.

You're right.

I had to enlarge the image quite a bit before I could see that her mouth was open.

You may understand that once you reach my old age of 82. Oh, wait! I understand you are way beyond me (but with better eyesight.)   ;)
