Since it seems they intend to turn it over to the Attorney General to sweat over what he should do, it seems they don't have the courage of their convictions. They just want an indictment to use in the election against republicans. Plus, instead of Congress using their official powers, they're taking the easy way out letting the AJ deal with it while they'll be home campaigning for the election.
