Most probably a male Elegant Spreadwing or, possibly a Swamp Spreadwing. They are very similar and this is not a good angle for helping to distinguish between the two.

@Bob... Just to keep the record straight, the spreadwing is a damselfly not a dragonfly. They are related, though.
