I am assuming you Lightroom Classic and Photoshop are latest rental version (Creative Cloud subscription)?

ADOBE (using their usual nastiness) have prevented a tiff that is not supported by an older version of Photoshop to be opened from LR to PS.
Upload such a TIFF for others to test. I've seen no such issues.
What created this TIFF in the first place?
Adobe owns and controls TIFF. That doesn't mean other software companies don't follow the spec's. Again, I've never had any such issues with properly created TIFFs, and I never save PSD, only TIFF (and if needed JPEGs).

With stitched panos, I've occasionally run up against the 4 GB limit
