The streaked snow conveys wind and cold: nice. I think that the main challenge here is that there are so many rich elements: the blowing snow, the snow drifts, the texture of the rock, the action in the water. It's just too rich? (OTOH this is far better than any of my attempts here.)
By way of comparison, Rajan's recent
post has one engaging layer of complexity, set in semi-abstract landscape. He did this by getting closer. Maybe something involving the top-right quadrant of your image, for example, would work.
