In total amazement I realized this morning that Trump refused to sign the relief bill because it didn't contain the proposal made by Democrats to allocate a higher % of the amount to low income families?

Where'd you hear that? He didn't sign the bill because he wanted to dick everyone around during the holidays. You seem to have a blind spot for the obvious explanation.

No one should be surprised. Trump has never seen himself as a servant of the people. He does not believe that his job is to make life better for citizens. Authoritarians do not believe in democracy in any real sense.

The thing that you (we) find repulsive about this behaviour, making people wait, costing them money, is precisely the thing that he enjoys doing. In his mind, he was probably punishing them for not electing him. Knowing that he could make people suffer, merely by delaying, gives him an endorphin high. I know people like this in my personal life. They deliberately show up to events late so that everyone has to wait for them. People with room temperature IQ mistake this for power. There is no cure, the only thing you can do is avoid people like that.

Madison, Monroe, Jefferson, and the others, set it up Constitutionally so a president can check the power of Congress, and modify their legislation to get his approval and not a veto.  I'm sure you didn't mean to say that our founders were stupid. 

There are many people who think $600 is chicken feed.  Even the Democrats who voted for the $600 supported Trump in wanting to increase the amount to $2000.  If Trump could get Republicans to go along, it would have happened.  Calling our president names for doing his job as a politician is really demeaning.

No, I didn't say anything about your founders. I meant the circus acts by Trump. First delaying the stimulus deal, then agreeing to it, then blocking the bill and finally signing it. That's what I call throwing tantrums by a spoiled brat (or incompetent leader).
Personally, I think it was a stupid decision in the first place to include the pandemic stimulus with all the other items. That should have been a separate pandemic relief payment bill, approved quickly and money could have been distributed quickly. Because of all the delays, many people are suffering needlessly. And now the democrats are pushing for another $2,000 pandemic aid. I wonder what will be Trump's reaction to that.

In addition to concocting dubious theories about what "our founders" intended, now you're even making up founders.  Neither James Monroe* nor Thomas Jefferson participated in the 1787 Philadelphia convention that drafted the U.S. Constitution.  When subsequently informed of the document's provisions, both expressed reservations about the extent to which it concentrated political power in the central government.

Trump had nothing to do with all the other pork add-ons like $40 million for the Kenndey Center in Washington or billions in aid for other countries.  Did we give any to Canada?  It seems everyone has their hands out.  :)

Meanwhile, they gave only $600 to starving people, well, all people, many who don't need it.  Other presidents have done this all the time and no one insulted them with name-calling.  It's all politics. Why are they giving money to everyone?  People working shouldn't get it.  They'd have more money to give to people who really need it, assuming it's even a good idea to begin with.  Just more debt we'll have to pay back next year.

There's nothing dubious about the constitution balancing the power of Congress.  Legislation requires the approval of the president.  Without it, the legislation fails.

It doesn't matter if Madison and Jefferson didn't sign the constitution.  They, two of the main influencers of the design of our government,  agreed that we needed to limit power which the constitution does by requiring the president's approval for all legislation.  Your point is a distinction without a difference.

The $600/$2000 is not a feed the hungry check, it is a stimulus check. You know, go out and spend it on whatever you want to keep the economy afloat. Rich or poor, go out and spend it. The $300/week federal unemployment benefit is the feed the hungry check. It was supposed to be for 11 weeks but Trump dicked around so now it is only for 10 weeks.

I don't know why Alan objects to the government giving people money. It is the same thing as giving them an equivalent tax break. He didn't shed any tears over that in 2017. Maybe because most of the benefit went to rich people. No reason not to give money to rich people. It's like Trump's idiotic supporters who give him money. I mean he's a billionaire so maybe he needs it worse than I do. Golf balls are expensive.
