"Strange boundaries" can lead to all the effects I mention. I agree that the boundaries that draw unsimilar areas together to "use" surplus votes from one area to create a majority in another area is not "hampered" by mail-in ballots, but that is just one of the many effects that the strange boundaries are designed to have.
He wants to ignore that by saying it's a subject he never touched and to one degree,
he's right; if you solely vote BY MAIL, and use the mail, it makes no difference. But many (myself included), thanks to the Trump/Postmaster General Louis DeJoy tactics, decided instead to drop them off either at polling locations or drop boxes. As we've both pointed out, there were many efforts to make this much harder depending on the location to do so. So he can ignore those facts and stick solely with those voting by mail (USPS), at a much earlier deadline to do so,
or examine how it was made difficult to "vote by mail" but drop that vote off. I suspect he'll ignore those options, made harder by so many.
