Why define a Photoshop color working space?

I'm asking in relation to my particular situation. All my images come into Photoshop from ACR as tagged images in sRGB, AdobeRGB, or ProPhoto RGB color spaces. I have my Photoshop color settings to always preserve the embeded profiles. (I do not have a check mark on Profile Mismatches: Ask When Opening.) If I understand correctly, Photoshop will ignore the working color space and use the color space of the tagged image, thus making the color of the image on my monitor appear correct. I can see where it would be important to visualize an untagged image in my chosen working space, but for tagged images, does it really matter what my chosen working color space is?

Agreed, it doesn't really matter. On the rare occasion a file is untagged, just check the warning dialog for that. Then you can assign the proper profile right away.

It's very useful to set the notification at bottom left of the image window to show Document Profile. I automatically throw a glance at that whenever a file is opened, and then I'm up to speed. All the other warnings are then redundant and can be disabled.

Photoshop will ignore the working color space and use the color space of the tagged image...
Since the image is tagged, it ignores the preferred RGB working space you setup in your Color Settings. All untagged RGB images are assumed to be in whatever you set there. The RGB working space you have setup in Color Settings can either play a significant role or none at all.

By the way, Andrew, I read your PDF on color management at the Adobe site a few days ago. It's one of the most lucid tutorials that I have ever read on the subject!
