I believe that this is a lens that went on a Polaroid or Graflex camera. Does it have a focusing ring? (Probably not) Does it have a built-in shutter? (Probably yes - Copal 0, I believe).
Unless you have some strong reason to use this lens, it would likely be cheaper to buy an old 135 format or MF lens and adapter, assuming you are shooting with APS-C, FF, MF camera. All that said, it is a good copy camera lens - I used one for a good many years, and retired it when Polaroid went kaput and everyone went to digital imaging.
On the other hand, it has some value if it has a working shutter. This is a lens for the sheet film DIY or restorer of old medium format bellows cameras. In theory, you could use this with an adapter containing a helicoid.
