I have been contacted by a government agency (law enforcement) that is asking to use some of my images for webpage (home page), broucheres, educational materials.

They want me to be ready to quote a price for them to utilize images for limited use (ie; not to purchase the image for unlimited future use..although they may wish to purchase complete unlimited copyright in the future...not really certain at this time).

I would add that this is a good "foot in the door" that may lead to future work for me with them....so I don't want to burn any bridges. That being said I'm no fool and believe I should receive reasonable and fair compensation.

I was hoping to get an "industry standard" starting point and, once I get a feel for what they can afford, modify and adjust that industry standard starting point as I feel them out.

They very much wish to use my work, and it's not the style of work they can get from a stock agency.

I'm aware of the adage "charge as much as they will pay"...but since the opening salvo seems to be mine I don't even know where to begin. My gut tells me $1,000 for a photo that will be the prominent webpage photo or brouchere cover photo, and from $50 to $250 for less prominent photos.

Any input appreciated.

You might try finding a copy of FotoQuote and use it as a starting point in your negotiations.  I'm afraid asking others what they would charge might be construed as price fixing.  I have participated in photography discussion boards before where any talk of pricing was not allowed due to the fear of it being interpreted as price fixing.

Do you have model releases for the individuals in you're photo's...
I have the impression that you're sale will be "commercial use".
