did Michael actualy got to test a preproduction unit?
or is it just based on impressions of other photographers?

He is saying he didn't shoot with a production model :
"Though I have not shot with a production D800 or D800e yet I have no doubt that the basic camera will be capable of producing exceptional image quality and very high resolution images"

but says nothing on preproduction model...

No, Michael has NOT shot with any D800. The article was more his thought process on which camera to buy for his own use.

as english is not my native language i couldnt fully understand if he did get to use one ( a preproduction unit) or not.

i mean i did understand he didnt get to use a production unit.
