Hi!

 Is there a way to get the pucker/bloat tools in Photoshop's liquify to work at a lower strength?

Adjusting the "Density" slider setting changes only the radius of the area with which you work on, and the "Pressure" slider setting does not work under the pucker/bloat tool.
