CS3 - ACR
Convert the image to B&W in ACR, "HSL/Grayscale" menu, use color sliders to get the proper tonality. In "Basic" menu add 100% contrast, increase clarity and blacks. Then use a split tone option, make highlights yellow, and shadows blueish. Add a vignette in "Lens Correction" menu.
Open the image in Photoshop, and cut the blue channel white point to get more intense yellow lights, you should also cut the green channel white point to make yellow a little bit warmer.
The river on your picture is useless, so you must make a selection, put it on a separate layer and get the "lava look" using Levels, and some screen, and color dodge brush.
In my case the tone of the shadows wasn't good enough, so I selected the shadows with "color range" option, and then I made them to look better using Hue/Saturation option.
In the end I used Dodge/Burn tools to make same final, local tonal improvements.
