Can't move files between projects

Is this normal? I thought you just were supposed to click and drag between project but when I do it the files dont do anything. I'm sure its something simple but I can't figure out what it is.

Not normal... I move files between projects frequently.

Are you sure you're moving between projects and not between smart albums or albums in general?
