lightroom dng files not opening in camera raw

I've been out of the game for awhile now but my adobe software is up to date. Working in Lightroom classic, as I recall, when choosing edit in photoshop the files should open in camera raw. Mine are opening directly in photoshop.
How do I change this?

Edit in PS passes raw data to ACR for processing with the LR instructions, but you don't see the ACR UI. The image just opens in Photoshop.

But where is the camera raw dialog? Before when I chose edit in photoshop it opened in camera raw.

There is no dialog. Open directly in PS if you want that.

Not what I remember. Always when I chose to open a .dng from lightroom to edit in photoshop it opened in Camera raw.

I can't help with what you remember. When you use Edit In Photoshop with any raw file, LR sends instructions to Adobe Camera Raw to process it and provide a rendered image in Photoshop. The two products must be in version parity and should be in version parity; otherwise, LR pops a warning dialog informing you of this mismatch. Only then will you have the option to override this and open an Adobe Camera Raw dialog. Otherwise, there isn't an Adobe Camera Raw dialog by design; there is no need for that dialog either.
If you want to access the Adobe Camera Raw dialog and only use LR as a DAM (why, I have no idea), use the Open command from PS, drag and drop over the PS icon etc. Then LR is out of the picture.

In addition to what has been said ...

If you want to start in LRC but access ACR in PS make sure you use;
Edit In -> Open as Smart Object in Photoshop

This opens in the PS interface but allows you to then open the file in ACR by double clicking on the image thumbnail in the Layer tab.  Changes made in LRC are preserved in ACR and you can add/adjust in ACR as desired

Best of both worlds IMO
