Workspace puzzle - Photoshop 2024

I anchor my panels to the right edge. When I launch PS, the panels are configured as shown in image 1. I move them to the configuration shown in image 2. This involves clicking on the Layers tab to pop that group up, then stretch the top of the Properties panel up to the bottom of the Adjustments panel.

I'd like to make that configuration stick in my default workspace, but I can't figure out how to do it. When I close PS, the next time I open it, the panels are back to configuration 1. It's a minor nuisance to re-adjust them every time I open, but it's still a nuisance. I've tried creating a new workspace with that configuration, but it still doesn't stick.

Any ideas?
