tool icon Self Cycling in Lightroom

my cursor neem flickering flickering...ie cycling between the arrow pointer and the magnifying tool when in Develop mode in Lightroom classic...on; when its over the image or the image frame 

when I  am making no gestures with either the pen or mouse it stops

does anyone have an idea of how or why this happens and have a fix?

If you disable GPU in preferences, any difference?

If you disable GPU in preferences, any difference?

 I tried that...it made no difference so I switch the gpu "boost back on and oddly enough   it's settled down.

It was stable when the cursor was in the gray "canvas area"

it almost seemed that is was trying to anticipate which function would come next.

today, no antics at all.

I'm disappointed, I expected to see a "bicycle" shot  ;D
