Hard to find kit to allow issue-free tethering of Hassy H3D and H4D cameras (which need power from the computer when tethered), especially with more modern laptops.
When connected to a 12V-30V source, it supplies the 12V supplemental power needed to avoid tethered disconnects. We be put this kit together a few years ago thinking we'd buy an H4D, but we stumbled on to a nice H5D-40 and didn't need it.
That said, we did test it with our (now for sale) H5D-40 using a LiO battery pack set to 12V and it worked perfectly. The metal plate is if you wanted to mount the unit to a DIT cart. etc.
