Banding with Compression

I sometimes get banding in clear blue skies when applying compression for Web images with both Lightroom and Photoshop. This can happen even when applying minimum compression, such as 90%. Using no compression yields a file that is far too big for the Web when trying to output images with dimensions large enough to remain clear when viewed large on a large, high-resolution monitor. Is there any solution to this? (Yes, the banding is clearly in the file, not from the monitor.)
