Raster Identity Plate scaling in Print module

Can anyone explain the actual scaling of a raster identity plate in the print module? There is a slider calibrated in percent, but it is not clear how the percentage is obtained... it seems to be a function of either the paper size or cell size, but I cannot find any clear explanation in any of Adobe's literature or videos, not other online tutorials.

Answered my own question. As with most software issues, the best way to find out is to play with it...  it turns out the percentage is based on the dimension of the paper (not image) in the width-wise direction of the identity plate.  So a horizontal plate at 100% will span the entire width of the paper with no margins. Unfortunately, since the percentages can only be specified in integer amounts, it is not easy to achieve a constant size plate when printing to different paper sizes.
