Is color-grading something that cannot be done with channels in photoshop / LR at the moment?

Check out Schewe's video on LrC on a really good web site:   https://photopxl.com/lightroom-edits-with-jeff-schewe-part-one/
In the beginning of this video he states he's using LrC "release candidate 10."  At 1:00:30 he begins his demonstration of color grading feature.   The whole video is worth watching.  You'll see snippets of some interesting changes coming in LrC.  Stuff this web site used to be good at ... but alas, that's another sad story.

Check out Schewe's video ...

Great video with interesting information. The color grading tool looks like an old version of the color wheels in Premiere pro, and it appears to be global adjustment only.

From Adobe....

Apparently it replaces the split tone panel.  I hope one can still make straight-forward monochome split tones with the tools.  I use those a lot.

I think you can- as is shown in the mentioned interesting video with Jeff Schewe;
It starts working after the choice of BW in Lightroom giving you a BW image with colour separations.

That's probably only what was shown in the video. Traditionally one might think of Split Toning in terms of B&W images, but it always worked on colour images too and it would be surprising if its replacement changed that principle.
