I have had weird stuff happen a few times.  I've worked in PS and LR for days at a time with no connection and no issues.  Other times, at home and connected 100% of the time Adobe would not let me start up PS without re-logging in (despite the fact that I'm logged into CC).

Does not help you though.  Try

Use cellphone as a wifi hub to log in
Start up PS as a trial until you get ATT to sort your internet.

It needs to be able to talk to the mothership once every month, I think.  So if you didn't use it for a month and the internet went down in the mean time, you might have a problem.   If you are using a laptop, you can go to a place that has wifi and reconnect.

Correct, it absolutely does NOT need net access all the time and in fact, rarely does it need to 'phone home' through the CC app.

Thanks Andrew-Norjan and Mike, well I do notice for sure that PS launches better if internet is working well, but that said, , so does many apps now, no? Even Excel which is standalone. Not sure what going on.. but like whole computer is working better the faster and better the internet is going..

There is absolutely nothing PS does speed wise with the net expect confirm subscription and/or get images that might be on your CC cloud** etc. If PS really is slowing down with local images (images on your local drive), it's something else.

As previous posters stated, Photoshop does not need the internet connection to work, but it is a fact that it checks once in a while the subscription status using internet.
On the other hand, the "Creative Cloud Desktop" does need an internet connection to work, and it has been promoted by adobe to use as a portal to the different apps. This may be one source of confusion.

The other issue is that you don't know when the "Subscription check" is going to happen, so you may have been working for 29 days connected to the internet, and the next day when you need to work online, Adobe decides to check the status and it cannot connect.

How to "reset" the clock so you have at least another month of use without calling home? Well, the procedure is actually simple, go to the Creative Cloud desktop and sign out of Creative Cloud. Then sign back again and it will check the status and your 30 or 99 days period (depending on the type of subscription) starts there. The procedure is described in the following link:
