Missing attachment "paper clip" icon in Mac Mail

This has been asked asked many times on various forums and appears to be not resolved.

In Mac Mail if there is no Paper Clip icon on a message with attachments then you can't use "Remove Attachments" to remove the attachments and make the message small. You can only delete the message which is usually undesired. As a result your Mailbox just gets huge.

It appears to have happened since Sierra for all POP accounts but is still present in Mojave. does not occur for IMAP accounts.

Has anyone got a fix please?

Answering my own question after an hour with Apple support.
There is no fix for POP accounts.
The recommendation was to create a new account using IMAP and then drag and drop you mail from the old account to the new one and then disable the old one.

However if you were relying on POP to remove the mail from the server then you have another issue.
