Keyword Hierarchy Problem

I am trying to tidy up my Keyword List by dragging items to the proper parent.  When I command click on multiple items and drag them to the parent folder, the parent is not selected, and will not accept the items.  Single items still work normally.  After restarting my Mac, moving multiple items worked once, but then reverted to the bad behavior.

Using the latest Lr 9.3, and MacOS Mojave 10.14.6

I think I figured it out.  It seems the keyword I am trying to drag and drop to a parent already exists inside the parent, and the parent will not accept a duplicate.  The workaround seems to be to drop the keyword into the one already in the parent, select and move it's images, then delete the duplicate keyword.

This is all a result of migrating my Aperture Library over to Lr.  Although I had already imported my Keyword list into Lr, and images from Aperture came in with a flat keyword structure rather than a hierarchical one.  So now I will have to manually move all those images into the existing hierarchy.  This will be a lot of work!  :(
