Horizontal Line on Monitor Screen

I have an LCD monitor (NEC). I am seeing a thin, horizontal line across the entire screen about a sixth of the way up from the bottom. It changes color depending upon what the screen is showing, and is typically black white, usually a mixture at different parts. Anyone know what the cause and fix are?
