America did over 100 million tests, way more than any other country. So the number of cases in itself means little.

The more tests you do like America has done, the more cases that will be discovered. I just had a test (negative). So in countries where they don't test as much, the number of cases might appear lower than they actually are.
Every positive result is a small step when it comes to the testing volume, but a giant leap in the eradication of the virus.
