Why continue to hang onto it then if it's such a burden?

Legally, the U.S. Constitution grants Congress (not the president) authority over U.S. territories,* but a series of statutes and executive orders have essentially left the decision regarding Puerto Rico's fate―national independence, statehood, or continuation of territorial status―to the residents of the island.

Politically, the situation is complicated, both for Puerto Rican residents and for mainland politicians.  Puerto Ricans are citizens of the United States, but as residents of a territory they lack certain rights (e.g., they can't vote in presidential elections) and have certain privileges (e.g., most residents of Puerto Rico are exempt from federal income taxation).  In other words, there are benefits and detriments to acquiring either national independence or statehood, and so far neither option has been able to command clear majority support from the island's residents.

Congressional opinion is also divided on the long-term status of Puerto Rico.  As citizens, Puerto Ricans are free to relocate at any time to any state.  This can alter the political balance in states where elections tend to be decided by small majorities or pluralities; for example, it is generally believed that migration of Puerto Ricans to Florida benefits the Democratic Party in that state.  Members of Congress from both major parties frequently have expressed the opinion that as a state, Puerto Rico would tend to favor Democratic over Republican presidential candidates and would be more likely to elect Democratic members of the House of Representatives and the Senate.

Absent a consensus in Puerto Rico or in Congress, the default option has been to leave the island's current status undisturbed.

Nope, watching it happen in all sorts of countries...strong leadership at the top has these countries totally in control. Idiots at the top like in the USA and Brazil...well you can see the results for yourself. Not really a dream...more like a nightmare.

Lots of countries are not the USA.  Thats the lesson you continue to fail to learn. We are what we are.  In a recent post by Bart he tells us the infection rate is growing in pockets in the Netherlands because young people (boy that sound familiar) dont take covid seriously.  They have "strong top down leadership" and people are saying screw it.  That does not bode well for your theory.

The driver was very proud as are all PR's how they get a lot of social benefits and subsidies from the Federal government.
You learned that about all Puerto Ricans from the driver of a sightseeing bus? What social benefits and subsidies did he tell you that he was he getting? I am trying to think of the subsidies I get from the federal government and am not coming up with anything. Am I getting gypped?

OT, but this may interest you, https://www.visittci.com/nature-and-history/history/canada-proposed-union. There has long been talk of Canada entering some kind of "union" with Turks and Caicos. I've been hearing about this since the 1970s, I think. At the time, there was a lot of "bar talk" type support for it, because lots of people in Canada would like to visit someplace warm in January, and it makes sense for that place to be part of Canada, makes travel easier. Climate change may be killing the dream. :)

I think that should Democrats take the Senate and presidency in 2021, they would vote to make Puerto Rico a state cementing Democrat majority rule.  I also suspected they might pack the Supreme Court.  But considering Roberts move to become the center vote, strategically to prevent such a move, there might not be such a push for more liberal justices.  With some conservative members becoming ready for retirement or death, they also might feel they'll be in control of replacements anyway.

So, like he will eventually be right that the virus will disappear, he will eventually be right that the economy will open up before Easter. Actually I was counting goats the other day.  I was having a flat tire repaired.  Across the street was a goat farm with around 20 of them lying around enjoying the day.  In New Jersey where I live, we can actually get out.  Here's a positive report about our state:

NJ IS ONLY STATE out of 50 IN U.S. TO SEE COVID-19 CASES DROP FOR TWO WEEKS RUNNING:  In comparing the week of June 28-July 5 to the following week, July 5-12, just six states saw their number of new coronavirus cases drop. Likewise, in comparing July 5-12 to July 12-19, only nine states had a new caseload below that of the prior week.  The one state on both lists? New Jersey.

NY is down pretty much too.  The reason is that both states got hit early and are recovering early.  I suspect that similar conditions will happen in states just getting hit now.  The virus has to go through every community. 

The only problem is that it doesn't come back in force once schools and more businesses open.  Due to my health issues and age, I'm trying to stay safe by isolating as best I can.  I'm finally setting up doctor and dental appts that I've put off for three months.  It's risky.  But I got to get on with life.  However, I'll skip counting chickens.

Not trapped here, I've been working for weeks now.  Plenty of economic activity going on.  Help wanted signed all over the place and tons of people ignoring them while they hoover up the almost 1k per laid off person for sitting home on the sofa.  They can't hire enough people in Elkhart County to keep up with the RV orders, factory capacity sits idle.

Traffic on the roads is brisk and congested at rush hour.  I'm shooting for one of my clients next week who is a major petroleum distributor and I'll be interested to hear how gas and diesel usgage is doing.  No neet to really guess about av fuel :)

Mike Rowe had an interesting take on the whole thing and I suspect it mirrors a lot of peoples thinking,...

The difference is that almost all the Dutch say that to top-down leadership. It's an aspect of our culture, little hierarchy. Authority is gained by achievement, not job-title. Our government did well (so far) in controlling the crisis and thus gained respect and support, also from all 13 (!) political parties (another proof that we have a lot of opinions that are different from whoever gained the most votes, yet achieve to run a nation through common sense rather than rigid ideology).

A rise in the number of infected people was expected as the lockdown restrictions were gradually relaxed. It was done gradually, and not before first getting it under control. Now it's easier to locally shut down sectors in regions that grow faster than expected, instead of overloading the medical system or having to shut down everything. Only where people misbehave, they will suffer the consequences.

When I first read this, I assumed you were kidding or that it was some kind of meme joke whose origins I had missed.

How in the F**K can anything like this happen in 2020 in what is supposed to be a sophisticated advanced nation.

I just hope nobody ever tries to explain Special Relativity to any of these clowns, some of whom are in power, because they won't believe it and might try to tamper with the GPS system thinking it's just another government swamp that's wasting taxpayer money.
