He's also trying to befriend the Cormorant Gang, which consider the fish to be their own.
As for frogs, he'll have to wait some weeks still  ;)

Correct about the frogs, it's too early. I've heard that on some Swiss lakes, the authorities will start culling cormorans so herons should see less competition for fishing.

Hmmm...I think it is for the sake of the professional fishermen and not for the herons  :(
