Question on LR Classic 9.0 Import

In all previous versions of LR, when I import a tiff to work on it (say to create a pano) the actual image stays in the location where I have it, now LR 9.0 is importing the full tiff into a folder under my pictures folder on my Mac Pro. I do not want all my imported images to be on the main drive of my machine, instead I wish the import to leave the file in it's original location.

I am running Catalina, and wondering if this is a security issue as all other programs as I have opened them in Catalina have asked permission to access external hard drives, LR as far as I can tell did not. 

Is there a way to fix this so LR will leave the image on the external drive as it has done in the past?

Bugs with 9.0 and import under Catalina reported, update to 9.1. Might fix it.
