I think the composition and sky are fine, but what grabs me is that the subject merges with the clouds, thus not quite there. I like the lower POV on the camera position and its motion but there's not enough clear sky at the bottom of the frame for placement and so the heads seem lost in the clouds. IMO, the subject needs to be separate from the sky in this case and the top of the heads can be close, though not touching.
As one of my mentors would say (can't remember which one from so many years ago,) is that this is in the vicinity of a photograph, close but not quite there.
