Can you tell me a bag to carry around the neck for the Fuji X70? I would use the bag for hiking in the mountains and should protect the camera and also to be used quickly when the opportunity arises.

I don't have a X70 in hand but I have and idea about its size. For what you need I would look into a small pouch that can be attached to the backpack strap.
Something like:

or

I used to carry a small camera in a pouch attached to the sternum strap but one that goes on the shoulder strap should be even better.
These days when I carry a larger camera and if I keep it in a smaller bag I usually attach it with some clips from both shoulder straps so it stays on my chest. I also use some Peak Design shoulder strap attachments but they would be overkill for you.
