Filter Collection Names

Is it possible to include two or more filter criteria in the Collection Filter field so that LR treats the two terms as "Contains All" rather than "Contains"?

As an example, if there are many collections including the name Europe, but only one collection named Europe 2016, is there some way that filter bar could filter for Europe and 2016, yielding only the collection named Europe 2016 - and no other Europe collections, and none of the collections named Africa 2016?

In the Smart Collection panel
In the first drop down, set source equal to collection
In the second drop down select "contains all"

The "starts with" option should also work for you

Sorry, I haven't been clear. Collections now has a Filter bar, where we can filter the list of Collections being displayed. This has nothing to do with creating collections that Contain terms or variables. My question regards the use of the Collection Filter bar to limit the Collections being shown. The attached example shows that filter terms 2016 and PONC brings up all Collections that include 2016 and all collections that include "PONC". I want to know how to apply the "Contains All" logic to "2016" and "PONC", meaning show only collections that contain PONC and 2016 in their title.

I'm getting the feeling that Collection Filters hasn't been discussed much.
