I had not noticed it before but the About Camera Raw window remembers Uwe Steinmueller. Nice!

I had a wonderful tool  which I purchased when Uwe was still churning out the plug  ins and filters. I was a tonal range selector. I have seen no such functionality that can be accessed form within Photoshop to date.

Is anyone familiar with the seemingly defunct  plugin or  filter!

That's cool.  Alain Briot and Jeff Schewe and I were just speaking about him last week.  Lots of fun stories about Uwe.  Anyone that knew him knows what I am talking about.

Michael, have you checked out Greg Benz's Lumenzia plug-in?  https://gregbenzphotography.com/lumenzia/   I've been using this along with its great masking functions. Works great!

And the new luminance and color selection controls now offered in both ACR and Lr were long championed by Uwe.

Photoshop's Color Range selection tool comes to mind, as well as the work of Tony Kuyper (one place to start is http://goodlight.us/writing/luminositymasks/luminositymasks-1.html)
