Won't Create New Catalog

Mac - El Capitan - Lr 5.7 & CC

Using File-New Catalog. Gave me the naming dialog and makes a folder.
However, no new catalog. The one that was originally open just reopens.

What am I missing.

As a test, I temporarily turned off system integrity protection. No change.

Verify your Write Permissions on the location where you are attempting to create the catalog.

Thanks Rikk, sent me down the right path.
Turns out permissions on the Lightroom folder in applications support needed the extra kick of "apply to enclosed items"
