If you are looking for generic speedlights e.g. those that will happily sit on top of the camera hotshoe or to be fired remotely by triggers then you will need to do a search on flash units perhaps within your budget limits and get hold of the manuals to find the specifications for flash duration.
For instance the lowly Nikon SB600 flash duration can be as short as 1/25000 sec, but the flash will only output 1/64 the amount of light that is available in full output e.g.
1/900 sec. at M1/1 (full) output
1/1600 sec. at M1/2 output
1/3400 sec. at M1/4 output
1/6600 sec. at M1/8 output
1/11100 sec. at M1/16 output
1/20000 sec. at M1/32 output
1/25000 sec. at M1/64 output
You may find it difficult to get the output you require to light anything but the smallest subjects unless you ramp ISO up.
