Per Kirkeby's Breaking the Waves chapters' technique tutorial?

Hi guys,
I'm searching for advices to obtain a Breaking the Waves chapters like effect (https://www.youtube.com/watch?v=d6xEinLh4eA). Which is the techniques in your opinion? Rotoscoping? Which software could now do the job? After Effects? Studio Artist? Photoshop? Davinci?

Beautifully done and beyond my technical reach but if I was to attempt it... ;)

Start with basic video files exported as standalone video clips from a dedicated colour grading app like Resolve (which for me is the easiest way to accurately create & control the video colour and set the 'look')

Those graded clips would be the foundation of After Effects projects to which would be added a combination of layered photoshop files for the mist and painterly atmosphere effects. All comping, matting, titling & finishing in AE.

(May I also gently suggest in the name of readability that you delete your identical posts in other forums? If they receive replies, I can consolidate the three threads into the one that seems appropriate)

I thought something similar. For paintbrush effect in the sky (1'40") I thought to use Studio Artist.
It would be fantastic if someone would make a tutorial to obtain a similar result.

Also, good to remember that there is an open source
Compositing software called Natron.100% free.
It has been on air for quite some time and has been widely
Accepted ww. It is a clone of Nuke.
So one can make his steps in compo without breaking the wallet
And learn in a similar evironement as the industry standart (Nuke).
