Help!AdobeCS Shapes-Not creating new layer

This is very puzzling, for it HAS worked in the past before. I'm creating shapes on a new document, for the sake of dropping in some photos creating clipping masks.

But when creating the shape, the shape forms withOUT creating a new Layer+Shape on the pallette to the side. What could be wrong?!

Are you sure you want to create a shape and not a saved clipping path?

If I understand your question correctly.  On the left hand side of the menu bar there are three options, the one on the furtherest left will put the shape on it's own layer.
