CS4 mempry allocation

I just increased my RAM from 2 to 4GB (Vista 32). Photoshop tells me there is only 1655MB of memory available (Vista sees all 4GB). With 4GB available, shouldn't I be able to allocate more for PS?

Vista sees 4GB of memory but uses the parts of the top memory for I/O - memory mapped I/O for talking to devices, plus installed service, other app's, etc. The result is not all 4GB is available for the photoshop application.

To make more available would require you to move to Vista 64bit edition and add more memory, if you had a 64 bit system which you do not have, therefore you must upgrade, more ouch!
