canon pro9500 MII - or other low cost CMYK proofer?

I'm not looking for a contract proof..... but could I expect 85% accuracy printing out of PS using Canon inksets/paper/profiles? I understand that without more actual press, substrate info etc. proofing is a bit of a shot in the dark, I just want a print that points in the right direction. Let's call it a pre-contract proof.

I assume that since I would not be in need of a RIP and PS was doing all the hardwork that any color accuracy would rely upon the paper, ink, and profiles?  Therefore are there any other sub $600  printers that you'd recommend. My only hesitation towards the more accepted Epsons are a bad experience with clogging... is that better now?
