It appears Dell was unloading old stock on you, this model came out in early 2008 and I think is discontinued... there's more to this than money.
During the last 2-3 years many advancements have come out.. from the lower 45 and 32nm scale, which greatly reduces power consumption (and as a byproduct heat), operating temps, and capabilities such as Directx11, OpenGL's latest version (used in CS4 and CS5), and much more. For instance, at peak use the 9500GT uses 211 watts, supports 2 monitors, but only 1 LUT (so only one monitor can have a profile assigned to it), no native HDMI (there is a Svideo where you can connect to older style HDTV inputs which will require a separate audio cable (HDMI does not), and other such deficiencies when compared to a new modern card. If your power supply isn't new or updated you could find yourself needing with errors or other issues under load (or even shutdowns) and the need to replace your power supply.
In comparison ATI's much newer 4670 is a much more powerful card, supports the latest OpenGL and Directx standards, has a native HDMI and the codecs necessary to run a great home theater, supports up to 2 monitors, supports 2 video card LUT's (necessary if you want more than one monitor to be correctly color profiled), and it does all this while only drawing a maximum of 75 watts (much less generated heat, smaller card) for about $90 if you shop around. the 4650 or even the 4550 for as low as $50 are just as new with the same type of inputs/outputs. The ATI cards can be purchased with 2 DVI, 1 DVI, 1 HDMI, or most combinations.. different manufacturers offer different port configs and cooler styles. You can even get a 4670 passively cooled with no fan and no noise at all..
I think one of the best price/performance/feature boards out there at the moment is the ATI 5770 (about $139) and runs 3 monitors with 3 LUT's.. A video card LUT is necessary to assign a color profile to a monitor which doesn't have a hardware LUT.. if your monitor has hardware LUT's then you wouldn't worry about this. Still, the raw performance of the 5770 will enhance most systems and once with a big slow RPM fan (HIS's Ice series for instance) run cool and make very little noise..
It's difficult to summarize video cards.. but from that I hope you got that the 9500xt is a much older design that uses 3x the power of a modern more powerful card, doesn't support HDMI, might require you to upgrade your power supply, will run much hotter and the cooler will be much noiser, and it will only support a single LUT which means while it will run two monitors, only one will have the correct color..
Shame on Dell..
