unfortunately the condition you've encountered is a known issue with this
lens ... specifically with the earlier production samples (... as opposed to
those from the last few years).
in any event, the lens can operate just fine in manual focus mode.
(and if you don't want to run the motor, disengage the camera AF switch)
still ... $1K is quite a tab, to have that motor replaced, by your local Nikon
repair facility.
but if you insist on having it repaired, it may be worth while exploring an
option of a Nikon repair facility elsewhere (... assuming that option can be
accommodated).
