Are these flower petals blowing in the breeze, or actual butterflies? it's a rather confusing image.

These are silk butterflies (made of silk or similar material), part of an art installation in a shopping mall.

Oh! I see! And presumably the 'art installation' was stopped, interupted, or arrested, hence the title.  ;)

My mind and its associations work in mysterious ways... given that butterflies undergo four separate stages in the life cycle (egg, larva, pupa, and adult)... and that the development is now forever "arrested" by a thin metal wire... hence the "arrested development." Not sure if that association works for everyone, but it works for me :)
